Whereas a communication has been made to me by Officer of the Chinese Government desiring the arrest of a Chinese subject, namely Dam, now within the Colony of Hongkong, alleged to have committed certain crimes against the Laws of China, to wit, murder and Burglary on the 10th October, 1885, and also at divers other times and places within the territory of the Emperor of China committed, or aided and abetted in the committal of other acts of Murder and Burglary
